Systems Development and Systems Maintenance Methodologies

Situation

Having experienced inconsistent performance with several different development projects, this IS organization of approximately 250 personnel retained SMR to coach them through the development and implementation of a comprehensive SDM.

Actions Taken

After assessing the desires of IS management and the existing methods being used in the department, we determined two important facts. First it was apparent that no commercially available SDM would meet their needs. Second, the development activity represented only 30 percent of their resource utilization. We recommended a custom methodology based in part on their own "best practices" that included both development and maintenance of their existing systems. We supplied an appropriate methodology framework that we designed to be adaptable to efforts of varying scope. We advised the methodology development team on the "best practices" to adapt. Where they had no appropriate best practices we made detailed recommendations.

Results Obtained

The resulting methodology addressed both development and maintenance and covered not only the internal methods of system personnel, but also the interface procedures to the user community and executive staff. It created a "no surprises" environment from project selection to quality assuring the end product. Because it was based in part on their own methods and constructed with input from all affected users, the methodology deployed smoothly and continues to be refined and used today.
